Sheryan OTP Not Received: Do Filipino Nurses Need A UAE Mobile Number?

Short answer: DHA's current public MFA guide does not say that an external user must have a UAE mobile number. It does say that new external users must verify both an email address and a mobile number before the account is activated. Once both are verified, existing external users can choose email OTP or mobile OTP when logging in. Therefore, do not buy or borrow a UAE SIM only because a Facebook comment says it is required. First verify the number saved in your account, use email OTP when the login screen offers it, and follow DHA's official recovery steps.

DHA enabled Multi-Factor Authentication on its portal effective April 14, 2026. Advice written before that change may no longer match the screens Filipino applicants now see. A working mobile number is mandatory for registration, but the official guide does not publish a UAE-only number rule.
Reviewed July 31, 2026. This guide was checked against DHA's March 2026 MFA End-User Guide, the current Sheryan FAQ, the DHA login page, and DHA service notices. OTPs, full phone numbers and passwords should never be sent to a reviewer or agent.

What Changed In 2026

The new MFA process adds identity checks beyond username and password. For a new external account, DHA sends one OTP to the registration email, then validates the mobile number and sends a second OTP by SMS. Account activation finishes only after both channels are verified.

For an existing account with verified email and mobile, login works differently: after username and password, the user selects either email OTP or mobile OTP. This distinction matters. Email may help you log in later, but it does not remove the mobile-verification step when creating or repairing an account with an unverified number.

Find Which OTP Problem You Actually Have

New registration stops after emailYour email may be verified while mobile verification is still incomplete. Check the masked number before requesting the SMS.
Existing login offers email and mobileSelect email OTP if your email is verified and accessible. DHA lists both channels for external users with verified details.
The masked number is wrongDuring external-user verification, the MFA guide allows you to edit the mobile number before requesting the OTP.
Neither channel worksStop repeated requests, document the error and contact the DHA Help Desk through official channels.
You changed phones or SIMsIf the details were already verified, DHA's guide says the Help Desk must handle the later change.

Do This In Order, Not All At Once

  1. Use the official DHA login page. Avoid links sent by strangers. Confirm the address begins with the official DHA services domain.
  2. Check the masked destination. If the displayed email or mobile ending is not yours, do not keep pressing resend.
  3. Use the field's country selector and format. For a Philippine number, select the Philippines country code when available and avoid typing a second country prefix into the local-number field.
  4. Try email OTP where DHA offers the choice. Check spam and junk folders. Search for recent DHA messages instead of waiting only in the inbox view.
  5. Request one fresh code. A new code invalidates the old one, so enter only the latest OTP.
  6. Watch the resend limit. DHA allows a maximum of five resend attempts. The sixth request triggers a cooldown message.
  7. Do not guess codes. Multiple invalid attempts can temporarily restrict the account.
  8. Use one browser session. Switching devices, private windows or clearing cookies can trigger MFA again and make troubleshooting harder.
  9. Capture evidence safely. Save the time, error wording and masked destination. Hide full contact details, password and OTP.
  10. Escalate through DHA. If the cooldown passes and the verified destination is correct but no code arrives, contact the official Help Desk.

What The Official MFA Rules Say

Both details matter

Email and mobile verification are mandatory for external-user MFA activation.

Two login choices

Verified external users may select OTP by email or mobile during login.

Five resends

After five resend attempts, the user must wait for the system's cooldown period.

One code at a time

Generating a new OTP invalidates previously generated codes.

Trusted device

Choosing "Register and Log In" remembers that device and browser for 15 days.

Later contact changes

After verification, the 2026 guide directs users to the DHA Help Desk to change email or mobile.

Should You Borrow A UAE Number?

No, not as your first fix. A borrowed number creates a future access risk because OTPs protect the account. The owner of that SIM could receive your authentication codes, and you may lose access when you need to update a registration or answer a DHA request. DHA asks users to keep their registered email and mobile accurate and up to date.

If DHA support tells you in writing that your specific Philippine number cannot be used, follow that case instruction and register a number you personally control. That is different from assuming all Philippine numbers are invalid. We found no UAE-only rule in the current public MFA guide or Sheryan FAQ.

What To Send DHA Support

  • Your DHA username or account reference, but never the password.
  • Whether the failure happens during new registration, contact verification or login.
  • The date, time and timezone of the latest attempt.
  • The masked email or mobile ending displayed by DHA.
  • The exact error message and whether you reached the five-resend limit.
  • Your browser and device, plus a screenshot with personal details masked.

DHA lists info@dha.gov.ae and the unified contact center 800 342 on its official pages. Candidates outside the UAE should use the official DHA contact page or email if the local toll-free number is unavailable.
