Short Version
If you are still confused, do not pay for a review center or book an exam date yet. First check your documents and Sheryan route, then take a small mock test to know whether your problem is process, study weakness, or both.

Practical answer: do both, but not with the same intensity. First, check your official route in DHA/Sheryan and prepare documents that may be needed for verification. The mistake is choosing only one. If you only study and your documents are messy, you may pass practice questions but get delayed later. If you only process papers and do no review, you may panic when booking becomes possible.
